I have completed my Ph.D. in 2017 for a thesis titled Development of Models for Assessing Costs and Effectiveness of Open and Distance Learning Programmes: a Case study of the Open University of Sri Lanka at the OUSL. Dr. Suminda Ranasinghe obtained his first degree from the University of Moratuwa, Sri Lanka with a first class honours in Civil Engineering.  He then obtained his Master’s degree and Doctorate specializing in Coastal Engineering from the University of Tokyo, Japan.
